PAL, Inc.'s archaeological identification surveys locate and identify cultural resources that may be present in a project area. The survey begins with consultation between the client or agency and the State Historic Preservation Officer. If the project occurs on or affects tribal lands, one or more Native American tribes may be included in the consultation. After designating the project area and scope, information about known or potential historic properties - archaeological sites, structures, objects, and buildings - is collected. Information is gathered from cultural resource management reports, state site files, knowledgeable persons, and field survey conducted under The Secretary of the Interior Standards and Guidelines for Identification and applicable state, tribal, and local laws and guidelines.
Quality Services, Inc.'s President & Principal Investigator, Lance Rom has a Bachelor of Art with double majors in anthropology and geology and a Master of Art in public archeology / anthropology. He has been principal investigator for more than 35 years on over 2,500 previous projects, many of which were in steep, mountainous, or other remote terrain. He managed the Black Hills National Forest’s cultural resources programs in both South Dakota and Wyoming for more than thirteen years between 1984 and 1998. He also managed the Nebraska National Forest’s cultural resources programs and the USDA Natural Resources Conservation Service’s cultural resources programs in North and South Dakota for several years. Lance has experience managing all types of cultural resources projects and program budgets in excess of $1,600,000.00 per year, and with over 70 staff members.
